Why is it so wrong to require a thorough assessment in the particular case of Malmi Airport’s fate?<\/em><\/p>\n

Easy access to the capital region is one of the most important regional competitive assets. It has great significance to companies’ decisions on where to settle and what places have potential for them to expand to.<\/p>\n

This, among other things, is what the workgroup initiated in December by Minister of Transport and Communications Paula Risikko (Coalition) found after four months of looking into how the operation of Malmi Airport could continue even after Finavia ceases to operate it.<\/p>\n

The workgroup, of which also Trafi (Finnish Transport Safety Agency) and City of Helsinki were members, has now suddenly turned into “unofficial” and looked at too many (!) and “wrong” things (HBL 19 May). The aviation director of Trafi Pekka Henttu says that the report reaches “far into the future” and ignores political decisions.<\/p>\n

He is referring to the decision made in Katainen’s government’s budget framework negotiations, stating that operations at Malmi Airport will end in 2018 and housing will be built in its stead. The justification given was the survey ordered by the Minister of Transport at the time, Merja Kyll\u00f6nen, which was not only misleading but contained also blatant factual errors.<\/p>\n

It is alarming that political decisions based on false arguments are clung to at any price. Henttu’s justification to his view is curious. Henttu says that he should have supervised the work from time to time and point out that it was progressing in the wrong direction from Trafi’s point of view, but at the same time “it is important that the operators of Malmi get to have their say”.<\/p>\n

As it happens, Risikko arranged the meeting in December 2014 especially because the operators at Malmi had not been heard even once.<\/p>\n

Especially using the time frame as justification seems like an attempt to explain things away. In e.g. the government negotiations, plans are made beyond the next elections.<\/p>\n

The airport is on the 100 Most Endangered Cultural Sites List of World Monuments Fund, and its whole area, not just the buildings, is listed as a cultural heritage site by decision of the Council of the State in 2009.<\/p>\n

Malmi Airport is a hot potato of national politics, and it is really a question of two things pitted against each other: migration to Helsinki with the associated need for housing, and an airport serving national interests in Southern Finland, ready to be utilized by its present operators such as business flights, helicopters, pilot training, and the measurement and survey activities of Aalto University.<\/p>\n

Ironically, the only reason for choosing the quagmire of Malmi as a location for an airport was that it was seen as unusable for housing construction. On the other hand, nowadays it is possible to build into places where it couldn’t be done in the past. Before this can be done at Malmi, the soil has to be studied, cleaned and piled before construction can even begin.<\/p>\n

In other words, the moneys paid for these preparations could be used to build more apartments elsewhere.<\/p>\n

Even more surprisingly, there is a will to proceed according to plan even though both Western and Eastern Uusimaa provinces have indicated clearly that an airport is needed in the region. In Sweden, the decision to close down Bromma Airport was cancelled, and investments in it began. Today Bromma is defended by business life. The capital region must be smoothly accessible also by air, and this offers development potential also at Malmi.<\/p>\n

It is time for our decision-makers to understand that it is not necessary for everyone to live, work or study in the same geographical postage-stamp-size area.<\/p>\n

As long as arrival and departure is easy.<\/p>\n

L\u00e4ttillg\u00e4ngligheten till storstadsregionen \u00e4r en av de viktigaste regionala konkurrensfaktorerna. Den har en stor betydelse n\u00e4r det g\u00e4ller f\u00f6retags beslut om var de ska etablera sig och hur de ser p\u00e5 sina m\u00f6jligheter att expandera.<\/p>\n

Bland annat detta kommer den arbetsgrupp som tillsattes i december p\u00e5 initiativ av kommunikationsminister Paula Risikko (Saml) fram till n\u00e4r de i fyra m\u00e5nader har granskat hur verksamheten p\u00e5 Malms flygplats kunde forts\u00e4tta ocks\u00e5 efter att Finavia upph\u00f6rt med sin verksamhet som operat\u00f6r.<\/p>\n

Arbetsgruppen, som ocks\u00e5 Trafi och Helsingfors stad suttit med i, har nu pl\u00f6tsligt blivit “inofficiell” och utrett f\u00f6r mycket (!) och “fel” saker (HBL 19.5).<\/p>\n

\u00d6verdirekt\u00f6ren f\u00f6r luftfartssektorn Pekka Henttu p\u00e5 Trafi s\u00e4ger att rapporten str\u00e4cker sig “l\u00e5ngt in i framtiden” och att i den f\u00f6rbig\u00e5s politiska beslut.<\/p>\n

Han menar att regeringen Katainen p\u00e5 en statlig budgetria fattade beslutet att verksamheten p\u00e5 Malm ska upph\u00f6ra 2018 och att d\u00e4r ska byggas bost\u00e4der i st\u00e4llet. Som grund f\u00f6r beslutet l\u00e5g tidigare kommunikationsministern Merja Kyll\u00f6nens (VF) utredning som inte bara var missvisande utan ocks\u00e5 inneh\u00f6ll direkta faktafel.<\/p>\n

Att man till varje pris vill h\u00e5lla fast vid ett politiskt beslut som har fattats p\u00e5 fel grunder \u00e4r orov\u00e4ckande. Egendomligt \u00e4r Henttus f\u00f6rsvarande av sin \u00e5sikt. Henttu s\u00e4ger att han borde ha sett \u00f6ver arbetet d\u00e5 och d\u00e5 och p\u00e5pekat att riktningen enligt Trafi \u00e4r fel men att “det \u00e4r ocks\u00e5 viktigt f\u00f6r dem som \u00e4r verksamma p\u00e5 Malm att de f\u00e5r s\u00e4ga sitt”.<\/p>\n

Det var n\u00e4mligen just f\u00f6r att de som \u00e4r verksamma aldrig hade h\u00f6rts som gjorde att Risikko sammankallade till ett m\u00f6te i december i fjol.<\/p>\n

Tidsargumentet verkar mest som en bortf\u00f6rklaring. Till exempel regeringsf\u00f6rhandlarna g\u00f6r upp planer som str\u00e4cker sig \u00f6ver n\u00e4sta val.<\/p>\n

Flygplatsen h\u00f6r till de hundra mest hotade p\u00e5 World Monuments Funds lista \u00f6ver kulturobjekt och hela omr\u00e5det, inte bara byggnaderna, \u00e4r kulturhistoriskt skyddat genom statsr\u00e5dets beslut 2009.<\/p>\n

Malms flygplats \u00e4r en het rikspolitisk potatis och handlar egentligen om tv\u00e5 saker som st\u00e4lls mot varandra, inflyttningen till Helsingfors och behovet av bost\u00e4der och ett riksintresse av en fungerande flygplats i s\u00f6dra Finland som kunde utnyttjas av dem som redan finns d\u00e4r, till exempel aff\u00e4rsflyg, helikopterverksamheten, flygarutbildning och Aalto-universitetets m\u00e4tnings- och forskningsverksamhet.<\/p>\n

Ironiskt nog valdes det sumpiga omr\u00e5det till flygplats just f\u00f6r att det ans\u00e5gs ol\u00e4mpligt f\u00f6r bostadsbygge. Visserligen \u00e4r det m\u00f6jligt att nu bygga p\u00e5 platser d\u00e4r man inte f\u00f6rr kunde g\u00f6ra det. Men innan man kan g\u00f6ra det i Malm m\u00e5ste marken unders\u00f6kas, reng\u00f6ras och p\u00e5las innan man ens kan b\u00f6rja bygga.<\/p>\n

Med andra ord, f\u00f6r den summa som f\u00f6rberedelserna skulle kr\u00e4va kunde man bygga fler bost\u00e4der n\u00e5gon annanstans.<\/p>\n

\u00c4nnu mer f\u00f6rv\u00e5nande \u00e4r att man vill g\u00e5 vidare med planerna n\u00e4r man b\u00e5de i V\u00e4stnyland och \u00d6stnyland klart och tydligt har sagt att det beh\u00f6vs en flygplats i omr\u00e5det. I Sverige \u00e5tertog man beslutet att l\u00e4gga ner Bromma och satsade p\u00e5 det i st\u00e4llet. I dag f\u00f6rsvaras Bromma av n\u00e4ringslivet.<\/p>\n

Det ska vara enkelt att komma till huvudstadsregionen ocks\u00e5 via luften och d\u00e4r finns en utvecklingspotential ocks\u00e5 f\u00f6r Malm.<\/p>\n

Det \u00e4r dags f\u00f6r v\u00e5ra beslutsfattare att f\u00f6rst\u00e5 att man inte beh\u00f6ver bo och jobba eller studera p\u00e5 samma geografiska lilla frim\u00e4rke.<\/p>\n
