The City of Helsinki has decided that all small-boat harbors are to be moved elsewhere. From now on, only cargo ships and large passenger liners on fixed schedule may dock at Helsinki’s piers. All the rest – leisure vessels, official vessels, sea rescue, training vessels and other professional vessels – are to find themselves a new harbor somewhere in the region of Turku.<\/p>\n

Of course not, just kidding. But switch the word “vessel” to “airplane”, and it’s no joke any more.<\/p>\n

As is known, the City’s decision-makers and officials are persistently striving to shut down the historically valuable Malmi Airport. It is to be filled with concrete – after an expensive piling to the depth of tens of meters of old swampland – in order to build housing for 25.000 people. The need is great, it is said, even though there are 140.000 new apartments being planned elsewhere in the city.<\/p>\n

Survey after survey shows that the majority of residents want to keep Malmi Airport. The Swedish Party wants it. The Finns Party wants it. But the concrete parties, including the Greens (!) refuse to yield even though there are lots of arguments for keeping the airport (see e.g. the frequently asked questions at http:\/\/malmiairport.fi\/faq, City Councillor Bj\u00f6rn M\u00e5nsson’s blog or the Facebook group “Friends of Malmi Airport”).<\/p>\n

The activities of the second-busiest airport in Finland are mercifully allowed to continue until 2019 – but without the hangar, because the City intends to repossess it in autumn. The intention, you see, is to “open the airport to all citizens”. This seems to involve activities like live concerts and flea markets. This smacks of bullying by the City: the airport is already open to everyone, and there are scores of concert halls and flea markets in Helsinki already – there is, however, only one airport adequate for Malmi’s traffic, and it is, of course, at Malmi. And an airport without a hangar is just about as useful as a car park without parking lots.<\/p>\n

Helsinki is in a hurry to throw out the aviators, but there’s no rush to start building. The leader of the Malmi areal development project, Ms. Sirpa Kallio says on the “New Helsinki” webpage that Malmi can hopefully serve as a festival area and event venue for twenty more years! No concern is spared to where business flights, training flights, hobby aviation and other general aviation are to operate. There are no suitable substitutive airfields in the vicinity.<\/p>\n

All hope isn’t lost, though: the “Lex Malmi” citizens’ law initiative is pending in Parliament, and Helsinki’s new General Plan has prompted a large number of complaints in the administrative court, concerning, among other things, Malmi Airport.<\/p>\n

“Central Helsinki will continue to be an attractive hub of business, retail, services, travel and culture in Finland and the metropolitan area”, says a brochure of the City’s new General Plan. And what is the distinctive feature of an attractive metropolis? It’s being a dynamic, vibrant center of business, innovations and creativity. That, in turn, requires active contacts and flexible connections to all directions. Also by air.<\/p>\n

Helsingfors har beslutat att alla stadens sm\u00e5b\u00e5tshamnar ska flyttas. H\u00e4danefter f\u00e5r bara fraktfartyg och stora passagerarf\u00e4rjor med fast tidtabell ang\u00f6ra stadens bryggor. Alla andra \u2013 fritidsb\u00e5tar, myndighetsfarkoster, Sj\u00f6r\u00e4ddningen, skolningsfartyg, muddringspr\u00e5mar och \u00f6vriga arbetsb\u00e5tar \u2013 f\u00e5r s\u00f6ka sig hamnplats n\u00e5gonstans i \u00c5botrakten i st\u00e4llet.<\/p>\n

Nej f\u00f6rst\u00e5s inte, jag sk\u00e4mtar. Men byt ut \u201db\u00e5tar\u201d mot \u201dflygplan\u201d s\u00e5 \u00e4r det inte l\u00e4ngre n\u00e5got sk\u00e4mt.<\/p>\n

Beslutsfattare och tj\u00e4nstem\u00e4n i staden arbetar som bekant envist f\u00f6r att k\u00f6ra ner historiskt v\u00e4rdefulla Malms flygplats. Den ska fyllas med betong \u2013 efter att man f\u00f6rst gjort en dyr p\u00e5lning av den sanka k\u00e4rrmarken ned till tiotals meters djup \u2013 och bli till bost\u00e4der f\u00f6r 25 000 personer. Behovet \u00e4r stort, heter det, trots att det p\u00e5 annat h\u00e5ll i staden planeras ytterligare cirka 140 000 nya bost\u00e4der.<\/p>\n

Enk\u00e4t efter enk\u00e4t visar att de flesta inv\u00e5nare vill att Malms flygplats ska bevaras. SFP vill det. Sannfinl\u00e4ndarna vill det. Men betongpartierna, inklusive De gr\u00f6na(!) v\u00e4grar b\u00f6ja sig, trots att argumenten f\u00f6r ett bevarande \u00e4r m\u00e5nga (se till exempel FAQ-sidan p\u00e5 malmiairport.fi, fullm\u00e4ktigeledamoten Bj\u00f6rn M\u00e5nssons blogg eller gruppen \u201dFriends of Malmi Airport\u201d p\u00e5 Facebook).<\/p>\n

Verksamheten p\u00e5 Finlands n\u00e4stlivligaste flygplats ska p\u00e5 n\u00e5der f\u00e5 forts\u00e4tta till 2019 \u2013 men utan hangar, f\u00f6r den ska staden ta \u00f6ver fr\u00e5n h\u00f6sten. F\u00e4ltet ska n\u00e4mligen \u201d\u00f6ppnas f\u00f6r alla stadsbor\u201d. Det tycks inneb\u00e4ra verksamheter som livekonserter och loppmarknad. Det h\u00e4r luktar trakasserier fr\u00e5n stadens sida: f\u00e4ltet \u00e4r ju redan nu \u00f6ppet f\u00f6r alla och det finns redan en uppsj\u00f6 av konsertsalar och loppmarknader i staden \u2013 men det finns bara en enda flygplats som kan hantera trafiken p\u00e5 Malm och det \u00e4r, just det, Malm. Och en flygplats utan hangar \u00e4r ungef\u00e4r lika rationellt som ett parkeringshus utan p-platser.<\/p>\n

Men allt hopp \u00e4r inte ute: medborgarinitiativet \u201dLex Malm\u201d behandlas f\u00f6r tillf\u00e4llet i riksdagen och Helsingfors nya generalplan har genererat ett stort antal besv\u00e4r till f\u00f6rvaltningsdomstolen, bland annat just i fr\u00e5ga om Malms flygplats.<\/p>\n
