The decision-making process about who can do what at Malmi Airport in Helsinki is turning curiouser and curiouser. No one seems to know why an essential official statement has been kept secret.\u00a0<\/em><\/p>\n

Two weeks ago, HBL reported about the Rescue Department’s statement which makes it very difficult for the City to arrange large public gatherings in Malmi’s aircraft hangar. The Rescue Department’s statement is one year old, but came to light this September in the context of an information request. The statement has never been included in the decision-making process in the committees where politicians are making decisions about the airport.<\/p>\n

The presenting official in the City Environment Committee is the chief of the City Planning Department, Mr. \u00a0Mikko Aho. When asked by HBL why politicians are not let to know about an official’s statement beforehand, he replies:<\/p>\n

– Well, I don’t know. You have to call city engineer Jaakko Stauffer. He’ll know.<\/p>\n

On Thursday, HBL tried in vain to reach Stauffer for a comment.<\/p>\n

Head of office Sami Sarvilinna, former leading lawyer of City of Helsinki, is mostly ignorant of the Rescue Department’s statement shown to him by HBL. He knows that the Rescue Department has inspected the aircraft hangar.<\/p>\n

– I don’t know where the statement has ended up and why, though, but it’s obviously an important document, he says.<\/p>\n

Earlier, Deputy Mayor Anni Sinnem\u00e4ki (Green League) has also said to HBL that the Rescue Department’s statement is “important”. \u00a0She couldn’t explain either why an official’s statement has been left outside the decision-making process.<\/p>\n

Not the only statement<\/strong><\/p>\n

In the background is the fact that City of Helsinki wants to close down the airport and build housing for thousands of citizens in its place. The hurry is great and the political will so strong that the defenders of the airport suspect serious errors in the decision-making process. That’s why a request for investigation has been made to the police, and even a complaint to Helsinki Administrative Court has been filed. The police will make the decision about starting an investigation “no later than this autumn”. The City Environment Committee has to give its answer to the Administrative Court by 17 November.<\/p>\n

The Malmi Airfield Association has a tenancy agreement for a land area with City of Helsinki for the years 2017-2019. The agreement does not cover the large aircraft hangar. The City discontinued the tenancy agreements of the hangar at the end of this August.<\/p>\n

A new statement by the National Board of Antiquities is another document that complicates things for those who want to close down the airport. “Nationally and internationally significant architecture. Continuation of aviation activities is crucial”, says the statement. The Centre for Economic Development, Transport and the Environment (ELY) is next in line to take a stand on the culturo-historically valuable area and buildings.<\/p>\n

The Finnish Parliament is soon expected to take a stand to the popular initiative to save the airport.<\/p>\n

HBL ber\u00e4ttade f\u00f6r tv\u00e5 veckor sedan om r\u00e4ddningsverkets utl\u00e5tande som g\u00f6r det mycket sv\u00e5rt f\u00f6r staden att arrangera stora publiktillst\u00e4llningar i flyghangaren p\u00e5 Malm. R\u00e4ddningsverkets utl\u00e5tande \u00e4r ett \u00e5r gammalt men det blev offentligt i september i samband med en informationsbeg\u00e4ran. P\u00e5 torsdagen f\u00f6rs\u00f6kte HBL f\u00f6rg\u00e4ves n\u00e5 Stauffer f\u00f6r en kommentar.<\/p>\n

Kanslichef Sami Sarvilinna, tidigare ledande jurist vid Helsingfors stad, \u00e4r n\u00e4rmast ovetande n\u00e4r HBL visar honom r\u00e4ddningsverkets utl\u00e5tande. Han vet att r\u00e4ddningsverket har granskat hangaren.<\/p>\n

\u2013 Men jag vet inte var utl\u00e5tandet har hamnat och varf\u00f6r, men det \u00e4r helt klart ett viktigt dokument, s\u00e4ger han.<\/p>\n

Tidigare har ocks\u00e5 bitr\u00e4dande borgm\u00e4staren Anni Sinnem\u00e4ki (Gr\u00f6na) sagt till HBL att r\u00e4ddningsverkets utl\u00e5tande \u201d\u00e4r viktigt\u201d. Inte heller hon kunde f\u00f6rklara varf\u00f6r myndighetsutl\u00e5tandet utel\u00e4mnats fr\u00e5n beslutshandlingarna.<\/p>\n

Inte enda utl\u00e5tandet<\/strong><\/p>\n

Bakgrunden \u00e4r den att Helsingfors vill st\u00e4nga flygplatsen och i st\u00e4llet bygga bost\u00e4der f\u00f6r tusentals stadsbor. Br\u00e5dskan \u00e4r s\u00e5 stor och den politiska viljan s\u00e5 h\u00e5rd att de som k\u00e4mpar f\u00f6r bevarandet av flygplatsen misst\u00e4nker allvarliga fel i beslutsprocessen. S\u00e5 nu har det gjorts en polisanm\u00e4lan och \u00e4ven l\u00e4mnats in klagom\u00e5l hos Helsingfors f\u00f6rvaltningsdomstol. Polisen fattar beslut om att inleda en f\u00f6runders\u00f6kning \u201d\u00e4nnu i h\u00f6st\u201d. Stadsmilj\u00f6n\u00e4mnden ska svara f\u00f6rvaltningsdomstolen senast den 17 november.<\/p>\n

F\u00f6reningen Malmin lentokentt\u00e4yhdistys har ett hyresavtal med Helsingfors stad f\u00f6r markomr\u00e5det \u00e5ren 2017\u20132019. Avtalet omfattar inte den stora hangarbyggnaden. Helsingfors stad sade upp hangarens hyreskontrakt den sista augusti i \u00e5r.<\/p>\n
